The OPCC is organizing the II Summit Parliamentary Conference on Climate Change and Just Transition in Latin America and the Caribbean at the National Congress of Brazil on August 6th and 7th.
On August 6–7, 2025, the II Parliamentary Summit on Climate Change and Just Transition of Latin America and the Caribbean will be held at the National Congress in Brasília, Brazil. The event will bring together legislators from across the region to align strategies in preparation for the 30th Conference of the Parties (COP30) of the United Nations Framework Convention on Climate Change (UNFCCC).
The Summit is organized by the Parliamentary Observatory on Climate Change and Just Transition of Latin America and the Caribbean (OPCC), an initiative of the United Nations Economic Commission for Latin America and the Caribbean (ECLAC), with the support of the Open Society Foundations, and co-hosted by the Chamber of Deputies and the Federal Senate of Brazil, with the support of the CIPÓ Platform, Clima de Política, and Climate Parliament. It represents a strategic opportunity to strengthen the role of legislators in the international climate agenda, advance the priorities of the Brazilian COP30 Presidency, and consolidate a unified regional voice in the face of the global climate crisis.
During the event, a Letter of Support for the Brazilian COP30 Presidency will be presented, signed by parliamentarians from the region and around the world, reaffirming their legislative commitment to climate action. The discussions will also serve as the basis for the OPCC Joint Declaration, which will be formally presented at COP30 in November.
The Summit will be held exclusively in person, with open sessions streamed live via TV Senado.

About the OPCC
The Parliamentary Observatory on Climate Change and Just Transition of Latin America and the Caribbean (OPCC) is an interparliamentary platform dedicated to strengthening legislative action on climate and just transition in the region. Launched at COP26 (2021), it functions as:
(i) a network of parliamentarians committed to the climate agenda;
(ii) a digital repository offering the largest regional legislative database on environment and climate change;
(iii) a space for coordination and expression of a common regional voice in major international climate forums.
